MUNICIPAL ALL CANDIDATES MEETING
November 6, 2002
7:00 p.m.
Della Herman Theatre –
Smithers Senior Secondary School

 EVENT GUIDELINES 

Candidates are advised that inside the meeting room there are no political activities permitted, such as handouts, banners, posters, rally, promotional events, etc.   (This would promote equal opportunity for all; minimize clean-up time after; would regulate other groups that may want to use this venue for political reasons.)

Doors open at 6:30 PM

7:00 pm

         Welcome by Chamber President, Sheri Howard and introduction of Moderator, Debby Meissner and Candidates.

-          Comments and rules of conduct from the Moderator.

-          Make audience aware they do not have to vote for 6 councillor candidates on their ballot.  If there are only 1 or 2 they like, they can just vote for that many.  It is not a spoilt ballot if they do not mark six names for councillor.  Can mention this here or in the closing remarks with the date and place to vote (November 16, 2002  Chandler Park Middle School, 3603 Third Avenue, 8:00 am to 8:00 pm.).  There is a second advanced poll on November 13, 2002 at the Town of Smithers office 8:00 am to 8:00 pm for those that cannot make it to vote on November 16, 2002. 

7:10 pm

         Opening remarks by Candidates, as per random draw order.  (2 minutes per candidate - 2 x 12 = 24 minutes). (This will take approximately 25 to 30 minutes. Based on 3 mayor candidates and 9 councillor candidates.) 

7:40 pm

         Candidates reply to two prepared questions as per random draw order.  (I minute reply per question per candidate - 2 x 12 = 24) (This will take approximately 25 - 30 minutes.) 

People who do not wish to use the microphone to ask a question will be invited to write it down during the break.  Once completed they will pass the questions to the Moderator.  The Moderator will sort the questions for duplication.  Questions must be directed to a specific candidate. 

8: 10 pm BREAK – 20 MINUTES 

8:30 pm          Open Microphone for questions from the floor.

         One Question per person to a specific candidate. NO STATEMENTS – MUST PRESENT A QUESTION TO A CANDIDATE.

         If a second question is required, person must return to the queue.

         Each candidate will be allowed two rebuttals to other candidates questions (rebuttal cards will be provided).

         Answers are not to exceed 1 minute.

         Written questions will be presented between open microphone questions. 

9:15 pm

         Closing statements from each of the candidates as per random draw order.

         1 minute per candidate. (This will take approximately 25-30 minutes) 

9:45 pm

         Concluding remarks and thank you.  Can mention here above noted information on voting.

Candidates and all others involved are asked to please arrive at the meeting site at 6:15 PM so that instructions and preliminary chores can be done prior to start time.
